Well he need work. I am hoping i have caught him in his PvP gear but if not work is needed, Both in Gear and Spec.
22 Hit rating means you will miss on Bosses 11% of the time and that will reduce you effectivness massivly. There are ways of stopping this and greatly improving your output at your level for PvE and even PvP in certain situations.
Ill have a chat with you ingame mate but i would be looking for ways to get Hit for your PvE set.
Judging by your Rep with Factions you are recently dinged 70 but i would get Sha'tar rep from TK runs as soon as pos. When you get honoured you can get the Glyph for the head inchant that gives 22 hit and 12 SPD i think.
